Supervisory, Administrative, Managerial (S.A.M.) Position

Reports to: Assistant Director, Maintenance
Salary Grade & Range: Grade: 38 Range: minimum $47,138 - midpoint $62,842 - maximum $75,400

Primary Responsibilities:
* Supervises the inspection, maintenance and reconstruction of railway track systems.
* Maintain condition of SEPTA's right-of-way through management of programmed third party vegetation control and timely response to public complaints.
* Direct coordination of protection for SEPTA and third party work done in SEPTA's track area. Deploy and supervise flagpersons to provide protection.
*Directs the operation and/or repair of tampers, ballast regulators, rail handling equipment and other consstruction related equipment.
* Manages a group of employees with minimum direction; schedules the work to maximize economic, efficient and safe work standards and to promote continuous improvement in safety, reliability and customer satisfaction.
* Responsible for infrastructure systems, equipment and minor refurbishment programs including preventive maintenance, inspection and failure diagnosis/analysis.
* Responsible for controlling labor and material expenditures to comply with budgetary limitations. Also issues and tracks requisitions for material, equipment, etc and assures timely delivery.
* Communicates with BMWE union personnel and other supervisors to coordinate work activities, etc. Participates in grievance procedures as req'd.
* Estimates project costs (labor, material, support). Initiates and maintains accurate records on reqs. and employee work schedules
* Responsible for providing training and tech. assistance for hourly employees.
* Responsible for conducting regular inspections & collecting data on inspections/repairs to track reliability and trend analysis. Requires walking and inspection up to 7 miles per day and lifting up to 100 lbs.
* Assists Engineering in various design changes in an effort to improve infrastructure and customer service issues.
*Works shifts and/or weekends/holidays as req'd. Responds to emergencies/problems which may disrupt normal service. Subject to call outside regular hours.

Qualifications:

* High School diploma or equiv. req'd. Two (2)years advanced technical training in field of specialization required. Three years Track Construction Maintenance & Inspection experience req'd.
*In lieu of two (2) years technical training, four (4) years relevant Track Construction Maintenance & Inspection experience may be considered.
*Must be a qualified in FRA-213 Track Inspection.
*Familiarity with BMWE labor agreement and SEPTA policies & procedures preferred.
* Profiency in personal computer (PC) and/or mainframe req'd.
* Must possess acceptable attendance, performance and safety record as indicated below.
* Valid driver's License req'd. (CDL may be req'd also).
* Polished verbal communication and interpersonal skills req'd.

A review of employees work record will be performed as part of the interview/selection process.
