Supervisory, Administrative, Managerial (S.A.M.) Position

Reports to: Chief Mechanical Officer
Salary Grade: 42
Salary Range*: Minimum-$68,224; Midpoint-$90,974; Maximum-$109,174

Specific Responsibilities:1) Develops, implements and supervises detailed maintenance procedures.
2) Develops performance and quality standards to measure performance and to determine manpower and material forecasts.
3) Prepares annual forecast of maintenance activities for budget and other purposes.
4) Reviews work in progress and takes necessary action to correct rail equipment and rail maintenance problems.
5) Provides, promotes and enforces safe working conditions in accordance with accepted safety practices and procedures.
6) Responsible for monitoring employee attendance, overtime, injury rate and lost time due to sickness, excused hours and other reasons.
7) Handles complaints and grievances with employees and their union representatives, attempting to resolve complaints in accordance with accepted Labor Relations practices. Participates in grievance procedures as required.
8) Supervises the use, maintenance, calibration and control of all tools, test equipment, and machinery at location. Ensures that sufficient tools, test equipment and machinery are available to efficiently perform all required tasks.
9) Develops a technically skilled, efficient, well trained and motivated workforce. Provides formal on the job training programs.
10) Manages maintenance programs and special projects.
11) Takes an active part in the recruitment of new employees, assuring that highest quality people are hired.
12) Develops the managerial, technical and leadership skills of the supervisory staff.
13) Responsible for oversight of the physical plant to provide working conditions which are conducive to high
employee morale, maximum productivity and safety.
14) Responsible for managing staffing levels to satisfy performance requirements without excessive overtime.
15) Performs other duties as required.
II. (Rail) Vehicle Maintenance
1) Develops, implements, and supervises detailed maintenance procedures and techniques for the repair, maintenance and overhaul of rail vehicles.
2) Provides the technical abilities and skills required to identify, diagnose, and effectively correct routine and unusual rail equipment defects. Must keep technically aware of new developments in the design and repair of rail vehicles.
QUALIFICATIONS:
• High School diploma or equivalent plus thirteen (13) years of relevant rail vehicle maintenance related experience required, which includes several years experience within a managerial/ administrative capacity required, (with progressive managerial experience preferred).
• An equivalent combination of experience and education (i.e., two (2) years of related experience, equating to one (1) year of formal post high school education) may be considered in lieu of the above requirements. An occupational Associate's Degree in Electrical/Electronic Technology (or related field) would equate to 4 years relevant experience listed above.
• Appropriate Technical/Safety Certification/Qualifications/Licenses, as required by SEPTA, State, Federal regulations.
• Valid Driver's License (CDL may be required also.)
• Strong written, verbal and interpersonal skills.
• Computer literacy required. Preferred skills include Microsoft Word and spreadsheet applications.
