Salary Range*: Minimum-$53,066 Midpoint-$70,746; Maximum-$84,890

PRIMARY RESPONSIBILITIES:
* Supervises and manages first level managerial employees, as well as all hourly employes. Develops work schedules to maximize productivity in accordance with existing SEPTA policies, safe working standards and Labor Agreements.
* Responsible for long and short range scheduling of maintenance, repair, and overhaul of rail vehicles to be done in compliance with acceptable and safe maintenance standards.
* Assists in the preparation of forecasts for rail equipment vehicle inspection or maintenance activities, staff estimates and material requirements, including the need for new equipment.
* Enforces Authority Policies and Procedures.
* Develops and provides training for employees as required.
* Controls labor and material expenditures to comply with budgetary limitations.
* Communicates with union personnel, peers and higher level supervision for effective cooperation and resolution of problems.
*Ensures that performance and attendance records for supervisory and hourly employees are properly monitored and when required, ensures the consistent application of disciplinary action to correct performance and/or attendance problems.

*When required, investiage grievances and conduct interviews as well as Informal Hearings with Union Section Oficers and Staff Officers.
* Oversee the preparation of various pickings. Set day-offs as well as vacation quotas for location personnel.
*Assist in the preparation of forecasts for rail vehicle inspections and or rail maintenance repair/overhaul, staff estimates and material requirements including the need for new equipment.
*Manage programs such as VOH or capital upgrade of equipment.
*Regularly provide the DOVM with statistical and budgetary information pertaining to location operation.
*Measure effectiveness of established maintenance programs. Report findings to immediate supervisor. Recommend changes to improve vehicle reliability, availability, cleanliness and safety.
*Coordinate with the Transportation Group to ensure the availability and reliability of the equipment.
*Prepare and submit annual Performance Appraisals for all first level managers.
* Interviews and selects applicants to fill positions as required.
*Serve as technical specialist and/or advisor in a number of electro mechanical fields.
QUALIFICATIONS
• High School Diploma or equivalent required plus eleven (11) years of relevant technical experience, (applicable to rail vehicle maintenance) which includes a minimum of four (4) years supervisory experience.
• An equivalent combination of advanced education (one (1) year of formal education equating to two (2) years of experience) may be considered in lieu of the above requirements.
• Appropriate Technical/Safety certification/Qualifications/Licenses, as required by SEPTA, State, Federal regulations
• Valid driver's license required.
• Polished written, verbal and interpersonal skills required.
• Computer literacy required. Preferred PC skills to include Microsoft Word, and Spreadsheet applications (Excel).
